I was passed in 12th (commerce) in 2021 in gseb (gujarat board) but I want to repeat 12th in 2022 so it's possible reason : I got very low marks in my 12th

Hello Student!
As you mentioned, that you have already cleared your 12th board exams, but you want to attempt the same examination one more time, well yes you can but it will be possible through a Private Institution.
If you do not want to attempt the examination through a private institution then I advise you to consult the college and board faculty and discuss this issue with them.
