I was suppose to finish my breach exams by April 2019 but due to 1 backlog I have to write that on 2019 dec and so I cleared it. The results were announced on Jan so will I be a 2020 passout or 2019 passout?

Well dear,technically you should be a 2019 pass-out since your academic year ended there and for the backlog,it should be mentioned cleared in 2020,but there are different rules for different universities,Hence,getting in touch with a good senior who has a better idea of your institution would be great,as you can ask more about your university backlogs from them as they have seen more such cases and situations.
