I will graduate in 2021, can I apply for 2020 or not?!

You have not clarified the exam you want to apply for.
No you cannot apply for the year 2020 as it will ask for your final percentage which you will receive in 2021.
It will be good for you to apply in the year 2021.
Till then you can study for the particular exam prepare the course throughly.
