I would like to know the procedure for other state candidate to apply for B.Tech in TNEA.

Yes, other state students can also apply for B.tech courses in TNEA under other state quota seats.
For this,you have to appear in 2020 entrance and has to qualify it too.
Also,during form filling you have to attach an proof of your permanent resident in the form of a residential form.
The no.of seats for different states is as follows :-
Regions seats for Gen. seats for sc/st
eastern 9 2
western 9 2
northern 9 2
southern 12 4
kashmiri migrant 1 -
