Hey,
Yes! Of course you can try for next year. There is no upper age limit in NEET. If you are determined to get a government medical college on your own accord then do attempt next year without a second thought. At the time of counselling, the only things that matter are your marks, your rank and the relevant documents that are required. There is absolutely no difference between freshers and droppers. Everyone is treated equally at the time of counselling.
But, yes at the time of deciding your rank during results, suppose there's a tie between you and a person born in 2000. So after comparing your individual subject marks, even then if then the tie is not broken then the person born in 2000 will be given the higher rank.
Lastly, I would like to let you know that it does not matter how many attempts you take. I myself took three attempts at NEET and right now I am happily studying in a medical college. So, nothing matters when you actually get to do what you really want to do.
