The basic UPSC criteria is

• You must have at least a bachelor's degree from a recognised university to take the UPSC exam. so you have BTech it's fine.
• Even if you  have written the final year exams of the qualifying exam (bachelor's degree) and are awaiting results  you can apply.
• You must be minimum 21 years and maximum 32 years of age as on August 1, 2021. This means that you must have born not earlier than August 2, 1989 and not later than August 1, 2000.

To become an IAS officer there is no single course that you have to do. You need to have completed you graduation. So Candidates must hold a graduation degree in any discipline from a reputed university. After this you need to qualify the Union Public Service Commission Civil Services Exam. The exam itself is structured into three parts – the Preliminary (Civil Services Aptitude Test – CSAT), Main Exam, and finally the Interview.

Candidates who are awaiting their final result of the graduation can also apply.

So first complete your B.Tech degree and in the meantime read more about the eligibilty criteria like the number of attempts, age limit, etc.

Work on your interpersonal skills and communication skills. Your personality is tested during the interview.
