Iam an OEC student, is it necessary to submit income certificate?

For KEAM, the CEE advises that you submit an income certificate as you may later on apply for any scholarship, concession or any scheme that may be announced. This includes general category and other except SC/ST candidates. You will not be allowed to submit the certificate later on.
