See it is little bit difficult to guide you with the exact name of colleges because different colleges have different cut-offs for State quota and All India Quota. Also cut-offs are bound to change every year depending upon various factors such as number of candidates appearing in an examination, number of candidates qualifying an examination, difficulty level of paper and so on.
But although according to the marks and category you have mentioned in the question you cannot get into any of the Government Medical Colleges in Tamil Nadu because in Tamil Nadu there are no reserved seats for OBC candidates(through All India Quota) and in Karnataka you cannot get seat in any of the GMCs through 15% All India Quota seats using such marks. Note that this prediction is on the basis of previous year's cut-offs which you can check out from the link given below :-
