Since the EWS reservation is a new provision, you must be lying in the general category before it came out. However, if you are an EWS candidate and do have the certificate for that, you are already out the general category and in the EWS-general reservation category. So, you'll have to fill up your form as per considering yourself as an EWS candidate. All the best!
