Yes you can change your category to EWS before the last date of correction period i.e. 15th March. You can go to jee mains official website and proceed towards correction for category normally like any other correction.

Yes, even only a general category student can apply for EWS category as the other categories already have their share of quota. According to the eligibility ctiteria of EWS category,
- The annual income of the family of candidate should not exceed 8lakh per annum.
- The family should not hold 5 or more than 5 acres of land.
- The family shouldn't have a residental area more than 1000 sq feet.

Irrespective of caste the government of India introduced a new reservation system called as EWS .EWS stands for Economically Weaker Sections.you can also apply fot the JEE maims exam also.The registration for that has been started.
Even though you are from OC,you can still apply for that if the family annual income is below 8 lakhs.
