It seems like you are interested in the Civil Services. To become an IAS officer in India, it's a dream of many. In order to avail that position, the candidate must possess a degree from an Indian University or an equivalent qualification. Those in the final year of a degree course can also appear in the Preliminary Examination. It is not possible to become an IAS officer right after completing 12th standard! In order to become an IAS officer, you must apply for CSE exam conducted by UPSC. You must also crack the exam (preliminary, mains and interview) in order to get selected for the training. Good luck!

Becoming IAS is a dream for many and some of them who achieve it also. UPSC i.e. Union Public Service Commission commence the exam for you every year.
It is divided into three parts - Pre, Mains and Interview.
The syllabus for UPSC CSE is very vast as it covers almost all the topics which are there in the world i.e. from history to current issues so for this exam you should start preparing from now onwards.
You should start from very small or take the baby steps like reading news paper (most important are editorials from The Hindu or Indian Express) and reading the NCERT books.
The eligibility for this exam is that you have to be a graduate or you can apply while you are in the third year of graduation.
If you are going to take Economics in graduation than it is advisable that you should take Economics as the optional subject for UPSC CSE as being the syllabus a ocean you should posses a island which can help you survive.
