So , to answer your question, Yes , it is important to learn the basics of computer for IBPS PO examination, because it is one main subject in the exam.  IBPS PO prelims exam consist of quantitative aptitude, reasoning and english. However, IBPS PO mains exam consist of computer aptitude and general awareness in addition to the prelims subjects. In 2018, the computer aptitude has been made a part of the syllabus, and it is hence now called, reasoning and computer aptitude.

You are not required to be fully proficient in computer knowledge. They just demand you to be comfortable with oit. Like, you must know how to turn the system on and off , how to use the basic features and all. All other technical stuff is handled by the technical staff. For  normal ibps POs , only basic system features are to be must known.
