I'd like to apply for the Full-Time Ph.D. Programme. Is it necessary to fix the Supervisor and obtain his/her permission?

No, it's not necessary to fix the Supervisor but you have to qualify the Ph.D. entrance exam conducted by the University followed by an interview. If you get shortlisted by the University, you have to appear for the document verification and pay the fee to get admitted for Ph.D. program.
