Yes, you can apply for UPSC IAS exam. As per UPSC Civil Services Eligibility Criteria , Candidates having professional and technical qualifications recognised by Government as equivalent to a professional and technical degree are eligible to apply.

Though you need to complete your degree or you can even apply for the exam if you are appearing for final exams or last semester exams of the degree. 2 a degree received through correspondence or distance education
3.a degree from an open university.
