If a candidate not appear clat exam can he take admission onBALLB in any college(except national law University).

Bachelor of Arts + Bachelor of Laws [B.A.L.L.B.] is a dual degree professional course in administrative law.  BA LLB is a five-year course. Having passed 10+2 or equivalent exam from a recognized board with a recommended minimum of 50% on aggregate, a candidate may apply for this course. Admission to most of the law schools/universities is done through a national level or university level entrance test.
