If a candidate take part in state counselling 1 and get a seat and if he wanted to join aiq 2nd counselling , can he do so?

Yes you can do it but before that you have to withdraw your admission in the current college since they'll be taking all your documents. Once you withdraw your admission, they'll return you the documents and you're good to go. Whatever second college you'll get through the AIQ, you can go to the respective college and get your admission done.

During this time, you are to select fresh choice from the pool of options available, in which the vacancies of colleges are indicated clearly. And then you can choose the colleges under all India quota, rather than just going for state quota.
