If a non local student of karnataka has done UG from karnataka. Which category he/she falls under? Are they eligible to apply under GMP?

Educational Institution, if he/she resided in that local area for a period of not less than four years. The part of state called the Hyderabad- karnataka comprising the districts of Bidar,  Gulbarga, Koppal and Bellary shall be regarded as the local area.

The available seats in every course of study in any regional University or educational institution located in the places referred above in the local area shall be reserved in favor of the local persons, in respect of such University or educational institution.

8% of the available seats in every course of study provided in a statewide University or a statewide educational institution be allocated among the local candidates of the Hyderabad-Karnataka Region.
