That was a great question. Remember that there are some conditions to write KCET exam
i) primarily the kcet exam is only for the students of Karnataka who have completed 10th and 2nd PUC in Karnataka, not even for the other state students
ii) But, there are conditions such as if your parents have studied for certain duration or the student have studied for certain duration in Karnataka then, you are eligible to write kcet exam.
iii) else you are not eligible to write kcet instead you can write COMEDk exam which is for the students who are NRI and from other states of India.
Note : The students who write kcet and COMEDk both are eligible to take B.Tech / B.E.
As your second part of question is about writing eligibility test of Kannada. No, there is nothing like eligibility test of Kannada.
Note that the test is only for the the students whose mother tongue is Kodava or Tulu or some other which is close to Kannada language not for all state students.
As you may know that English is the Universal language so, if you know English it's more than enough for your admission in any of the colleges in Karnataka.
