if a person born in September 2004 then he is able to give neet exam in 2021 .... Please reply

Hi dear,
As of neet 2020 the candidate must have completed 17 years as on 31 December 2020. So in 2021 it should be December 2021. According to your birthday you will complete 17 year before December 2021. So you may be able. However you should wait till official notice.
