No, all students can write Jee mains twice this year and still attempt Jee later.
Thereis no age limit on basis of which candidates are selected for exam. It all depends on your year of passing 12th. For eg, a candidate who cleared 12th in 2017 will have the last chance to write Jee this year.

Originally every candidate has a maximum of three attempts for JEE Main. Candidates can appear twice for the entrance test in a year. So this is used in correlation with the original number of attempts, from 2019 onwards, JEE Main number of attempts in total will be six.
while appearing for exam is not based on any category like general or OBC etc
