helo harsh, yes you are eligible for sitting in ias exam. just be focused and patient. believe in yourself that you can do it. else everything depends on your hard work. i have attached a link below. it is the book written by Mrs. ila tripathi. she has explain everything about ias exam very well. just go  through i hope it may help you.

Yes, A candidate in his/ her final year of Graduation can also apply to attempt the UPSC Prelims examination. Your selection later on will be subject to you passing your graduation later on.
