If a person is unable to be in the top 20 percentile in class 12 cbse but manages to score an aggregate of 80.2% marks...will he get IIT?
Yes! He will, since he is satisfying the minimum 12th board percentage criteria which is,
For candidate to be eligible for admission in an IIT or a NIT he /she should have secured a minimum of 75 percentage marks in 12th board exam(60% for minorities) or / and should be in the top 20 percentile of his /her board. Since his percentage is 80.2% he clears the eligibility criteria
IIT guidelines states that either score 75% or above in 12 th boards or be in the top 20%
Fulfilling either of the two criteria will be enough.
In your case you've crossed the 75% mark this are eligible for IIT/NIT/IIIts

The Eligibility criteria to get an admission in an IIT says that a student should have passed 12th class with a minimum of 75% in PCM and he/she should have cleared the JEE mains exam. And as you say you have got 80.2% then you are surely eligible to get an IIT.
