if a student appear for 10th in in 2017 and appear for 12th in 2021 because of some personal issues he was absent in his 12th in 2020 is he eligible for jee advance 2021 ???

Yes. The students who have passed 12th standard in 2020 and who would pass in 2021 are eligible for JEE Advanced 2020.
