If a student gets a college by state quota this year (2021) and gets admitted. but decided to reappear for neet(2022), is he allowed to?. Also can he/she transfer colleges?

Hope you are doing well . Yes , you can do that . If you are allotted a medical college this year and still want to appear for NEET-2022 ,you can prepare and appear for the examination next year .
But you'll have to know the details from the authorities of the college , that what all procedures will you be needed to undergo in order to take a transfer from that college in case you get selected into another college next year. Most probably you'll have to pay a certain amount of bond money in order to get back all your important documents that you'll be submitting in your college during admission into your allotted college this year .
