Well Percentile is the number of students out of 100 how many got marks less than the student. 98.5 percentile means that that student have outperformed 98.5% students in JEE.

Now, considering you are asking for the JEE Mains 2019, there were around 9.65 lakh students who appeared in the JEE Mains 2019 exam. So, the student will have outperformed (98.5* 965000)/100= 950525 students. Which in turn means that the rank of the student should be close to 965000-950525= 14475. Now considering that the total students appeared is far more greater than the cent value, we have a high possibility of lack of precision. So the rank of the student should be around 14000.
