If a student has studied only 1st+ 2nd PUC from India (rest abroad), should he/she get the study certificate from school attested for NEET?

Yes!

For the eligibility criteria of NEET, the PCB score more than 50% is mandatory in class 12th from a recognized school/university or an equivalent exam.

Your passing certificate would also have your school name mentioned. So, it is an absolutely necessary document that you will require during your counselling procedure.
