If a student is repeating their class 12th (10+2) then that student is eligible for applying for jee advanced ?

Well, yes you may apply for Jee Advanced because the maximum number of trials for giving Jee Advanced is two times. So although you are repeating in class 12th, you are eligible for appearing for Jee Advanced. Further you may appear for Jee Mains a maximum of three times.
