No it is not required to go for neet counselling. A candidate who has given Odisha joint entrance examination has to appear for only Odisha joint entrance examination Counselling. You are required to complete 10+2 with Physics Chemistry and Biology as compulsory subjects for admission eligibility in Odisha Joint Entrance Exam.

Hope you are doing well . Yes, irrespective of the course you are pursuing right now and the college from where you are pursuing it , you can definitely appear for All India and State quota counselling through NEET UG-2021 given that you appeared in NEET-2021 and have qualified it .
In case you get a medical college of your choice through the Counselling, for document verification while reporting into the allotted college ,you'll have to ask the authorities of the college you are right now in for a migration certificate and also other important documents that you had submitted to them during admission into that college .
