If all my preferred colleges are in 70% home region in Maharashtra then in this case can I put my 30% away region clgs below the 70%?

The seats in Maharashtra through state whota are divided into 70% Regional quota and 30% for the rest .
The students unable to pass higher secondary from Maharashtra falls under this 30% criteria along with female and PH reservation.
Under the 70% , the candidates passing hsc from Maharashtra and defense quota falls.
