If all the students are applied for Aiims 2019 are provisionally accepted or not ?

If the candidates application formed is accepted and no rejection and changes are there,then the application is provisionally accepted. Student will be finally accepted on when in time of admission he produces the documents aforementioned in application with proper correctness.
