if any fee waiver student can filled scholarship if yes then why college can not agree for fill out the form... I can not fill form last two year if I filled then how can be

Actually tution fee waiver is a type of scholarship only and you can get one scholarship at a time only that's why college are not allowing you for other scholarship.
This is rule from government side so you can't do anything in this.
