Dear Aspirant,
In order to apply for NEET, candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.
Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
Now, to answer your question specifically, if a student passed CBSE class 12th in 2021, and is not willing to appear in NEET 2021, he / she may not and will still be eligible to appear in NEET 2022 or future NEET Exams without any problem.

As of now there isn't upper age limit to appear for NEET UG. So you can appear for NEET UG 2022 if you do not wish to appear for NEET UG 2021. The decision regarding the upper age limit for NEET UG exam eligibility has been challenged in the Supreme Court and the court's judgment is awaiting. Until the judgement is passed the candidates are eligible to appear for NEET UG Entrance Examination. There is no number of limit to appear for NEET UG. It will not be any problem if you do not appear for NEET UG 2021. You must have passed 10+2 with Biology, Physics, Chemistry and English from a recognized board. You must have scored minimum 50% if you belong to general category in Biology, Physics and Chemistry taken together. For SC/ST/OBC candidates it is minimum 40% marks and for PWD it is minimum 45% marks. The lower age limit as of December 31st in the year of admission is 17 years.
