As you said that you have not qualified JEE mains January but I would definitely suggest you to check out the JEE Advanced eligibility criteria factors before applying the form once you clear JEE mains.

Hii Yes you would be allowed if you be eligible for JEE Advance by qualifing JEE Mains April session. The best of the two scores out of the january and april session would be used so you need not to worry but yes you need to make sure that you score atleast the minimum cutoff eligiblity of the JEE Advance which is predicted by the experts to be around 85 percentile and above. So basically what i am trying to say is that you will have to score atleast 85 percentile or above in your April session to become eligible for JEE advance and you need not to worry about the january session then. The best of the two JEE Main score will be taken from now on for those who appear twice. You got to be in top 2,24,000 students to be eligible for JEE Advanced 2019. You can surely appear for the april JEE main but make sure that for JEE advanced you need to be in the top students based on that score only. There will not be any "best of two" kind of leverage available to you, as your April attempt has to be the best. That April attempt is also going to decide your further academic scenario.

Yes, if you will be qualified for the JEE advance if you can score good in the JEE main April phase. This is the only reason why this time NTA has conducted the exam twice in same year.
