If anyone gets mbbs seat in Ist round and does not want to join then is it mandatory to report at college and get no objection slip

Its to mandatory to report. Its just a counselling procedure . Getting seat in 1st round means that you are eligible for counselling and if you want to take admission then you can report. If not, Dont go for it.
