Yes you will be eligible.
Even if you don't qualify your class 12th board examination in 2020 and will appear for your board examination again in 2021 as private candidate, you will be still eligible for neet examination as private candidates are eligible for neet Examination.
But yes, even after qualifying neet 2021 you will be eligible for admission only if you pass your class 12th with at least a minimum of 50% marks taken together in PCB in your class 12th board examination if you belong to general category ; while it's only 40% aggregate in pcb for obc, sc and st categories . You should also pass English in your 12th examination

If you have not been able to score cut off percentage in 12 this year then you can give improvement exam next year where you can imory your percentage.
And yes you are totally eligible for neet 2021 if you can improve your percentage next year upto the mark.
