The eligibility to appear NEET exam is :
Candidates must have completed their 12th standard or any equivalent exam with Physics, Chemistry, Biology/Bio-Technology with English from CBSE or any other state board.
Appearing candidates who are already in 12th standard can also apply for NEET, but they will have to show their passing certificates with the required percentage to take admission in medical and dental courses.
For General category candidates, it is mandatory to score 50% marks in 12th grade, whereas SC/ST/OBC category candidates must score 40% marks to become eligible for NEET 2021.
so you can apply for the exam but you have to qualify the compartment exam to qualify the minimum percentage required criteria for appearing in the exam .

Yes, once you clear compartment you will be eligible. Students who fulfill the minimum 50% for 10 +2 HSC as per the chart below qualify for the NEET. It doesn't matter if the same is through compartment exams or not. For more information you can visit the link below:

To be eligible to write the NEET (UG) examination, a candidate should pass class 12th examinations with Physics, Chemistry, Biology and English as mandatory subjects. He/She should have a minimum of 50% marks (for General category) and 40% marks (for SC/ST/OBC category).
If a student has any compartment exam, he/she has to qualify it. Then only the candidate will be eligible to write NEET (UG).
