if failed in one subject in cbse x, is there any rule that with fresh admission can the candidate can write all subjects

No but you can apply for improvement exams
If you prepare well in improvement exams you will definitely get good scores as same as that of fresh admission
So work hard you can get maximum marks you want it
So don't considering to take admission agian
