If for any reason I won',t able to submit obc certificate at counceling then am I treated as general or my candidature is cancelled.

If you wanted to take admission and your from obc than at time of admission there should be a proof of your obc so that you should not face any problem at time of admission. And if obc certificate will not be there at time of admission than yes you will be consider as in gerenal categor.
