If have been alloted a govt. medical collage in aiq round 1 counseling can I go for the 2nd round counseling without dropping the previous alloted college ?. And if I get a better collage in the 2nd round counseling how can I get that collage ?

See if a seat is allotted to you in Round 1st of NEET AIQ counselling then you will have to either accept it or you can go till Round 2nd for upgradation, so if you want to upgrade your seat in round 2nd but on the same hand also want to keep current seat secured, you should apply for upgradation. In upgradation case what will happen is if you get an upgraded seat in round 2nd then the seat allotted to you in round 1st will be automatically cancelled and now you will be having the newly upgraded seat but in case if you do not get an upgraded seat in round 2nd then the seat allotted to you in round 1st is still your and you can join that.
