It doesn't matter from what type of institute you study in as long as you have a graduation degree that is a Bachelor's Degree. And that college should be recognized. You would be eligible for UPSC as long as you meet other eligibility criteria like age and all.

Yes definitely you are eligible for union public service commission. There is no such condition that a student belonging to private college is not eligible for appearing in upsc.
