if have have completed the part 1 registration and paid the fees but part 2 not completed so can I eligible for nda exam

You have to complete part 2 registration as to be a valid candidate for writing the NDA examination

unless and until you dont do the part 2 registration you will not be getting the admit card

Your question is a bit confusing , hence I have tried to answer from what I have understood.

The NDA registration has 2 parts and the candidate must fill in both to complete the process.Part I consist of details like personal & qualification details such as name of candidate, Aadhar number, marital status, gender, preference of branch etc, and the Part II consist of details like exam centre choice, photo & signature uploading and application fee payment. ,which is confusing. After completing both parts you will see a declaration page in which you need to click "I Agree" option upon which your application gets submitted.So of you have followed all these steps then your application process is over and you are eligible to take the exam. Now if you are asking whether you need to apply for both NDA 1 and 2 ,to be eligible to write the exam , then no . The exam has 2 sessions every year and they are separate exams , so if you need to attempt that session, then , you should do a fresh registration for that when the notification comes out.
