If I am doing btech in cse from India and my ist year is completed this year and I give IELTS exam and my exam gets cleared then for further studies ke liye foreign mn Hume starting se pdhai krni pdegi ya 2nd year se hi continue ho jayega

Dear Aspirant,
The Continuation of Engineering from other colleges in abroad you were referring to... sounds like a semester exchange program.yes,few top colleges in India do allow there student's to join a college in abroad for a semester or so this colleges were in collaboration with your those universities.
Unfortunately you yourself by writing IELTS can't go to abroad and make a proposal to continue from your second year.probably you will be insisted to join as a freshmen again if you get an admit there (you will be asked to start from 1st semester).
