The Govt does provide study leave for higher studies and specialized courses during jobs. So, you can apply for an extension before joining the job, this would be suitable as once you join the job it would be tough for you to get a leavefor at least some years. Also, every department has study leave facility, but the period of extension is normally is of 3 months only. So, the leave may not be enough for you to complete your higher studies.
Some jobs of SSC do not have significant pressure on you, so you can also consider pursuing a MSc degree through correspondence(from IGNOU or other online degrees). This may be helpful because you may manage to study at office also. Otherwise, you face much difficulties you can appear SSC CGL or apply for bank posts after you complete your MSc degree.

You can do your MSc course if you are currently working in a Govt job. You can refer to some open degree college like IGNOU to complete your studies. For that, you have to give the entrance test of that particular college and you have to get good marks. And also, in some govt jobs you can get leave for that but it is not possible for all govt jobs .
For more info you can either talk with the college officials or you can also ask with your seniors at your current job.
