It all depend on your domicile.

If your domicile is of TAMILNADU then it will be your state quota.

And if you have Uttarpradesh, then it will be your state quota state.

If you are born at Uttar Pradesh then you have to fill UP as your state place.

Or ,else any particular state where you had been born and had that states domicile certificate then, that state would be used by you during your state quota counsellings.
