if I am in an OBC- SEBC category with creamy layer certificate as income is more than 8 lac, can I eligible for a seat in engineering, not for fee waiver.

Hello there!!
Only candidate belonging to OBC-NCL ( Non creamy layer ) are eligible for any kind of scholarship. Also many universities and colleges provide scholarship only to the OBC-NCL candidates belonging to the state where the college or university exists.
