Hello Dear Student,
If you are not qualified in NEET-UG 2020 then you can not participate in any Medical Counselling whether it is State or All India.
The Qualifying Cut Off Marks for different Categories in NEET-UG 2020:
General: 50th Percentile, Cut off Score: 720-147
OBC/SC/ST: 40th Percentile, Cut off Score: 146-113
Candidate Must obtain above Percentile Score according to their Category to Participate in NEET-UG All India Counselling and NEET-UG State Counselling.

To answer your query better, you need to tell why are you not eligible in NEET Counselling? Because, to register for MP NEET State Counselling you need to have NEET Roll number and password. Incase you meant, that you have not been allotted any college in NEET Counselling then,

In case if you have not been allotted any college in NEET Counselling, you will be eligible for participating in state counselling.

Dear Aspirant,
If you have not qualified in NEET you won't be able to participate in All India and even state level counselling. To get medical, dental, BAMS, BHMS government medical colleges you need to clear the NEET exam and cutoff of that particular college. If you have not qualified NEET and participated in state counselling you won't be able to get any college. State counselling are arranged to give admission in government and private medical and dental colleges of state.
