EWS quota students are firstly general category students but they are given special chance under this category because they are Economically weaker to afford the cost of Medical college. But this doesn't mean that they cannot apply under general category. If they can afford then they can freely apply under that category.

If All the EWS category seats gets filled then those candidates are eligible for getting seats under General category. And this is true for other categories as well.
