If I choose choice 2 after 2nd round allotment ,if I get better clg in 2nd exteded round ,how wd they refund money to the clg I got then

You can surely choose the best one among the phases. If you pay the fees in a college and secure another one and wish to join that you can do it.
The money paid in the previous college will be directly transferred to other college you opt for. Hence you don't have to worry about and it is taken care by the authority itself.
