If I choose FLOAT in UPSEE 2019, Wheather that seat will be fixed for me or chances of losting it if I do not get any upgrade in oth rounds?

Hello, No, You won't lose that seat if you don't get a better course in the 2nd round. The seat is lost only in that case if you are allocated another seat in the next round. If you are allocated a better course, then the previous seat will be lost and will be allocated to another candidate. If you do not get an upgrade, you will still have the previous seat.
