If i did not belong to tamilnandu state and also not pass the 12th or 10 th exam from tamilnandu can i apply for anna university

Anna University has a separate other state quota.
You can apply for Anna University by giving the TNEA(And no entrance exams are required) even if you are not from Tamil Nadu, provided you fulfill the other criteria.
